This aligns with the <a href=\"https:\/\/www2.education.vic.gov.au\/pal\/students-using-mobile-phones\/policy\" target=\"_blank\" rel=\"noopener\">Victorian Department of Education\u2019s Mobile Phones Policy<\/a>, <strong>which requires that <em>students switch off and securely store their mobile phones during the entire school day<\/em>, including recess and lunch.<\/strong><\/p>\n<p>The policy is grounded in research showing that limiting phone use during school hours:<\/p>\n<ul>\n<li>Supports learning and focus by reducing distraction, improving engagement, and strengthening performance in learning outcomes<\/li>\n<li>Promotes wellbeing, social connectedness and school safety<\/li>\n<li>Encourages positive relationships, helping students to connect face-to-face and contribute to a culture of respect<\/li>\n<li>Decreases social conflict, exclusion and bullying<\/li>\n<\/ul>\n<p><strong>Educating for Change<\/strong><\/p>\n<p>We recognise that technology is part of our students\u2019 world. Our focus is to educate, supporting young people to manage their relationship with devices in healthy, balanced ways.<\/p>\n<p>We will continue to engage students in a whole-school education program that includes:<\/p>\n<ul>\n<li>Year Level assemblies exploring how mobile phones impact learning and wellbeing<\/li>\n<li>\u00a0Learning activities within our Form program<\/li>\n<li>Information for families on promoting positive digital habits at home<\/li>\n<\/ul>\n<p><strong>In-Class Process \u2013 Consistent and Fair<\/strong><\/p>\n<p>To ensure clarity and fairness, all staff will follow a consistent process when a student is observed with a phone in class.<\/p>\n<p><strong>1.Observation: <\/strong>A student is observed using or handling a phone (including AirPods or other linked devices) during class time.<\/p>\n<p><strong>2. Staff Action: <\/strong>The staff member requests that the student hand over the phone using calm and consistent language.<\/p>\n<p><strong>If compliant:<\/strong><\/p>\n<ul>\n<li class=\"ql-indent-1\">The device is taken to the front office for secure storage.<\/li>\n<li class=\"ql-indent-1\">The confiscation is recorded on Compass.<\/li>\n<li class=\"ql-indent-1\">After three confiscations, a parent\/guardian will be contacted to collect the phone. The student will then hand their phone in each morning for a period of one week.<\/li>\n<\/ul>\n<p><strong>If non-compliant: <\/strong><\/p>\n<ul>\n<li class=\"ql-indent-1\">The teacher follows the Classroom Withdrawal Staged Response, aligned with our SWPBS framework, using calm, consistent language, allowing for take-up time conferencing to support compliance.<\/li>\n<li class=\"ql-indent-1\">If the student is withdrawn, the <strong>Mobile Phone Non-Compliance Staged Response<\/strong> commences.<\/li>\n<\/ul>\n<p><strong>In-Yard Process \u2013 Consistent and Fair<\/strong><\/p>\n<p>To ensure consistency across all areas of the school, the same expectations apply in the yard as in the classroom.<\/p>\n<ol>\n<li><strong>Observation <\/strong>A student is observed using or handling a phone (including AirPods or other linked devices) while in the yard.<\/li>\n<li><strong>Staff Action <\/strong>The staff member requests that the student hand over the phone using calm and consistent language.<\/li>\n<\/ol>\n<p class=\"ql-indent-1\"><strong>If compliant:<\/strong><\/p>\n<ul>\n<li class=\"ql-indent-1\">The device is taken to the front office for secure storage. The <strong>Mobile\/Headphone Confiscation <\/strong>is recorded on Compass. After three confiscations, a parent\/guardian will be contacted to collect the phone. The student will then hand their phone in each morning for a period of one week.<\/li>\n<\/ul>\n<p class=\"ql-indent-1\"><strong>If non-compliant: <\/strong>A Mobile Yard Refusal post is made on Compass.<\/p>\n<p class=\"ql-indent-1\">\u0a26 <strong>Mobile Phone Non-Compliance Staged Response<\/strong> commences, following the same process as classroom non-compliance.<\/p>\n<p><strong>Mobile Phone Non-Compliance \u2013 Staged Response <\/strong><em>(Implemented\u00a0 from 17th November 2025)<\/em><\/p>\n<p><strong>1.First Occasion \u2013 Class Withdrawal or <\/strong>Refusal in Yard<\/p>\n<ul>\n<li>Student withdrawn from class or refusal recorded in the yard.<\/li>\n<li>Classroom teacher to contact home to explain mobile phone refusal\/non-compliance<\/li>\n<li>Year Level Team contacts home and documents the incident &#8211; work session scheduled<\/li>\n<\/ul>\n<p><strong>2.\u00a0Second Occasion<\/strong><\/p>\n<ul>\n<li>Student sent home with reflective work on the impact of phones on learning and wellbeing.<\/li>\n<li>Student <strong>hands in their phone for one week<\/strong> each morning to the Year Level or Front Office<\/li>\n<\/ul>\n<p><strong>3.Third Occasion<\/strong><\/p>\n<ul>\n<li>Suspension and a Parent\/Carer Meeting.<\/li>\n<li>Student and family agree that, upon return, the phone will be<strong> handed in each morning for two weeks.<\/strong><\/li>\n<li>Referral made to the Wellbeing Team for participation in the Mobile Phone Addiction Education Program.
